As our nation, our region, and our industry evolves, Pittsburgh Regional Transit must remain resilient, competitive, and a catalyst for positive change in the communities we serve.
To plan for these challenges and opportunities, Pittsburgh Regional Transit developed the FY 2023-2028 Strategic Plan to provide strategic direction, communicate goals and objectives, and guide PRT’s leadership and workforce while providing insight on our priorities to riders and stakeholders.
This five-year Strategic Plan is the product of extensive collaboration with PRT’s Leadership Team and an analysis of the current and future state of Pittsburgh Regional Transit. It establishes the framework for the agency to proactively plan and respond to the needs of our employees, riders, and stakeholders.
Throughout the planning process, PRT reimagined a new vision, mission, and defined its new values:
Vision: Be our region’s transportation mode of choice by delivering an innovative network that is clean, sustainable, and equitable; a network that enables individuals, businesses, and economies to thrive.
Mission: Advance our region by investing in our communities and connecting people in a safe, equitable, and reliable manner.

These values are reflected in the four overarching goals of the Strategic Plan - Accountability, Customer Experience, Organizational Resilience, and Sustainability, and refined via 13 supporting Objectives to help guide us as an agency.
We’re excited to share the Strategic Plan and condensed companion document with you. The Strategy Office’s Enterprise Performance team will work with all divisions to help implement the plan, determine relevant priorities, and ensure proper training to assist in meeting the goals and mission of PRT.
