Stephen G. Bland
Steve Bland became the CEO of Port Authority of Allegheny County in June 2006. He oversees all aspects of the Pittsburgh region’s primary transit system, which provides bus, light rail and paratransit service daily to nearly 230,000 riders.
Mr. Bland’s career in public transportation spans more than 20 years. Most recently, he was executive director of the Capital District Transportation Authority in Albany, N.Y.
Mr. Bland has served on numerous local, state and national transit boards. He is a past chairman of the Pennsylvania Public Transportation Association and a past president of the New York Public Transit Association.

This amendment was created to freeze the CEO's pay over several years, eliminate a deferred compensation contribution and company car benefit, and bring other benefits and contributions in line with other non-represented employees.

This amendment extends Bland’s employment from June 12, 2011 through June 11, 2014, with a potential extension of two additional years. At Bland’s request, the amendment stipulates that he will not be eligible for any salary increase until June of 2013 and that any increase would be capped at 2.5 percent of his base salary, currently $185,000 per year. Any salary increase would need to be approved by the Board.
