An old railroad tunnel closed for decades is the newest way to get in to
and out of Downtown Pittsburgh and the South Side. Port Authority’s Wabash
HOV facility links Route 51, via Woodruff Street and the century-old Wabash
Tunnel, with West Carson Street. This new HOV facility opened on December
27, 2004. It operates as HOV-2 (minimum of two occupants) during peak periods
and is available to general traffic during non-peak, evening and weekend
periods.

Construction of the facility’s ramp connections to Woodruff and Carson Streets began
in September 2003. The reconstruction of the Wabash Tunnel was completed in the
mid-1990s as part of Port Authority’s West Busway Project. Port Authority has
contracted with Bruce & Merrilees Electric for the operation and management of the
Wabash HOV. It is responsible for a variety of tasks, including snow and ice
removal, opening and closing gates, and signage.

The HOV facility includes a 160-space parking lot, currently at approximately 60
percent capacity, which is operated by a private company and is available for park
and ride customers and general parking. Park and ride customers can also park at
the new lot and travel to the Central Business District via T service available at
the nearby Station Square Station. The lot is open to the public 24 hours a day; seven
days a week. See the chart below for parking fees. A new sidewalk and an ADA-accessible
ramp connecting the parking lot to West Carson Street are also available to the public.

A new traffic light has been installed at the intersection of Woodruff Street and the
southern entrance to the Wabash Tunnel as well as at the intersection of the Wabash
Ramp and West Carson Street that touches down between Commerce Drive and the Smithfield
Street Bridge.

The HOV provides convenient travel for inbound and outbound drivers coming to and
from Station Square facilities and other businesses along West Carson Street, and
it will also relieve the traffic strain on the Fort Pitt and Liberty bridges.
