GOVERNING PRESENTATION BY MEMBERS OF THE PUBLIC TO THE BOARD OF THE PORT AUTHORITY OF ALLEGHENY COUNTY
The Board of the Port Authority of Allegheny County (Port Authority) meetings are open to the public at large in accordance with Act #175, the Sunshine Law. There are times when the general public, representatives from various groups, organizations, agencies, institutions and governmental entities would want to address the Board at its public meeting. The general public is encouraged to bring questions, issues, and/or problems to the attention of the Port Authority's staff. If the issue is unable to be resolved at the staff level and a member of the general public wants to address the Board, the following procedures are to be used. These procedures will allow the Board to conduct its meeting and maintain order while permitting persons to address the Board.
Section I -- MAKING A REQUEST TO ADDRESS THE BOARD A. All requests to address the Port Authority Board must be in writing and received at least two weeks prior to the meeting at which the presenter wants to appear. All requests should contain:
- 1. The individual(s) name(s) and (if applicable) entity, organization, and/or individuals represented.
- 2. The purpose, and nature of the statement.
- 3. The number of additional individuals accompanying presenter, and if they will be addressing the Board.
- 4. Address and phone number of presenter and/or organization represented.
B. All such requests shall be sent to the following address: Chairman of the Board, Port Authority of Allegheny County, 345 Sixth Avenue, Third Floor, Pittsburgh, PA 15222-2527.
Section II -- RULES GOVERNING PRESENTATION
- A. Presentation to the Board will be limited to ten (10) minutes.
- B. Presentation must be germane to work or concerns of the Port Authority of Allegheny County.
- C. Not more than three individuals, representatives or members of any agency or organization may address the Board at any one meeting. Total time not to exceed the ten minutes limit.
- D. Presentations will normally occur under the "New Business" section of the agenda.
- E. Due to time constraints, the Chairman, Board members and/or Port Authority staff will not answer question(s) during a presentation. The presenter may have specific questions answered when the questions are written and submitted to the Board Chairman at the meeting. Responses will be prepared and sent to the presenter as soon as practical after the meeting.
- F. Any individual, representatives or members of an agency or organization adhering to the above procedures will be permitted to address the Board. The Chairman reserves the right to determine the appropriateness of the presentation, and to modify, alter or waive any of the aforementioned.
